Loyalty Vs skillset: What's important for a firm?

What is important for an employer, loyalty or skillset? Can loyalty make up for lack of skills? Loyalty does translate the long working hours in most cases. Is long working hours enough to make up for lack of skills?
I am not referring to hard core technical skills that require days or years of training. I am referring to managerial skills, presentation skills etc, soft skills in general.
I have come across numerous sales managers, territory sales head, S&M head etc who probably have the right network and loyal to their firms, but are unable to make a simple presentation or a pitch without the help of his / her salesmen.
The combination of skillful person and his loyalty is, of course, the preferred option.
